At the link, you can break down the data by different student segments: in-state, out of state, and international.
Students and parents are often quite surprised by the selectivity of these universities. In practice, this looks like top students in California high schools often not making it into any of the 6 or 7 most selective campuses. In fact, 6 of those campuses EACH received over 100,000 applications in 2023.
Bottom line: the most popular UC's are nobody's "safety" or likely school, and with this volume of applications, selectivity is even more unpredictable that the admission percentages would indicate. The UC's have provided a model of test-free admission on a large scale, managing to preserve the diversity of their campuses, even in the post-SFFA vs Harvard/ UNC era of race-blind admission.
Also, don't sleep on UC Merced, the newest campus. They've made headlines as a top university for social mobility.
